- An ILC "Improvement Location
Certificate" sometimes referred to as a mortgage survey shows all of the obvious
improvements on the property in relation to the boundary. It is usually requested by the
lender and paid for by the buyer of residential property. This is the least expensive of
all surveys and should not be relied upon for the placement of fences or other
improvements.
